Add Vinegar, Water, Minced Garlic, and Soy Sauce to a medium to large sauce pan. After a few minutes add both sugars and dissolve. Bring to a boil. Simmer for about 5 minutes.
Add Chili Paste and allow to simmer for a few minutes.
Mix Corn Starch and the Warm Water in a small bowl till Corn Starch is fully dissolved. Pour into sauce pan while whisking.
Simmer all for 5-10 minutes stirring often to prevent burning. Sauce will thicken, if you make it too thick, add a little water. Sauce will thicken slightly after it cools.
